Professional Background
Sandra Cantorna is an internationally recognized pioneer in the design and implementation of innovative public procurement systems (CPI) across several Latin American countries including Mexico, Colombia, Ecuador, and Peru. With a remarkable career spanning numerous sectors, Sandra has successfully developed over 50 projects in areas such as healthcare, energy, transportation, construction, audiovisual media, education, cybersecurity, and information and communication technologies (ICT).
In her capacity as the Director of Innovative Public Procurement and Open Innovation at IDOM Consulting, Engineering, Architecture, Sandra leads initiatives aimed at enhancing public procurement practices while integrating innovative solutions. She has been instrumental in designing programs that identify challenges and foster open innovation, as well as establishing various govtech laboratories that serve as incubators for innovative strategies within government operations.
Sandra's commitment to capacity building is also notable, having designed and implemented training programs on CPI for public entities and business associations in countries such as Spain, Mexico, Colombia, Chile, Ecuador, and Peru. More than 3,000 individuals have benefited from her inspirational talks and workshops focused on innovative leadership and collaborative work processes, resulting in a substantial enhancement of innovative culture within these organizations.
Education and Achievements
Sandra holds a Master's degree in Internet Law, specifically focusing on International Law and Internet from the Centro Europeo Atlántico. She also earned her degree in Economics with a specialization in International Economics from the Universidad de Santiago de Compostela. Additionally, she completed a postgraduate course in Management and Leadership of Cooperatives and SMEs from the same university.
Her academic background has undoubtedly provided a strong foundation for her career in public procurement and innovation. Her extensive experience includes the development of performance measurement systems and evaluation indicators for public policies, demonstrating her analytical prowess and strategic vision.
Achievements
Throughout her career, Sandra has successfully directed technical offices for large-scale projects in fields of innovation, ICT, audiovisual sectors, and sustainable urban development. She has been involved in formulating citizen participation strategies that are crucial for engaging communities in urban planning and development activities.
Moreover, she has played a key role in creating smart specialization strategies (Ris3) in regions across Spain and Mexico, including Guanajuato and Chihuahua, as well as Colombia's Bogotá and Medellín. Sandra has also established contracts with multilateral organizations such as the World Bank, Inter-American Development Bank, and Development Bank of Latin America (CAF), highlighting her capacity to work at high levels of governance and influence policy across different countries.
In the realm of research and development, Sandra has designed and managed collaborative projects focusing on R&D and innovation, providing essential support to SMEs and public organizations in fostering innovative practices. This includes innovation plans, diagnostic assessments, and sector-specific innovation pathways.
