Victoria Porto is an award-winning executive with extensive experience at multiple levels within the U.S. Department of Homeland Security (DHS), demonstrating strategic leadership and the ability to establish and lead new organizations.

With a background in immigration law and policy, Victoria has been involved in engaging the public on sensitive topics like DACA, family-based adjustment of status, and the EB-5 Immigrant Investor Program. She played a pivotal role in creating the DHS USICS Office of Public Engagement and establishing the USCIS Immigrant Investor Program Office.

Victoria is recognized as a trailblazer in continuous process improvement, leveraging technology and data-driven decision-making to enhance performance, operations, and program integrity.

She holds a Professional Certificate in International Migration Studies from Georgetown University, a Master of Public Administration (MPA) with a focus on Executive Leadership from American University, and has studied U.S. Immigration Law at the DHS Federal Law Enforcement Training Center (FLETC).

Formerly, Victoria held key roles within the DHS, including Director of Programs at the Office for Civil Rights and Civil Liberties, Chief of Verification for E-Verify and SAVE, Deputy Chief at the Office of Performance and Quality, and Branch Chief at the Immigrant Investor Program Office (EB-5).
