Vipin Kumar, IAS, is a dedicated civil servant currently serving as the Joint Secretary in the Ministry of Education with the Government of India. He plays a crucial role in the implementation of the National Education Policy-2020, aimed at achieving the SDG-4 of UNESCO, focusing on equal access to quality education for all. Vipin Kumar is a key member of the team leading the transformation of the education system in India from rote learning to skill-based education, empowering children with 21st-century skills.

Vipin Kumar is driving the transition from summative to formative assessment in schools, offering students a holistic progress card enriched with feedback from peers, parents, and teachers. As part of his commitment to improving education standards, he is actively involved in initiatives like PARAKH, a World Bank project under STARS, which is revolutionizing the assessment process for educational development.

With a keen focus on addressing adult illiteracy in India, estimated at around 20 Crores, Vipin Kumar is leading efforts to leverage technology for adult education. The Government's Budget announcement for 2021 includes the development of online modules for adult education, reflecting his proactive approach towards utilizing ICT to tackle this issue.

Beyond his current role, Vipin Kumar brings a wealth of experience in public administration, having served as a District Magistrate in multiple districts and Resident Commissioner of Bihar in New Delhi. His expertise spans strategic planning, program management, and public policy, underscored by his educational background in Electronics and Communications Engineering from Malaviya National Institute of Technology, Jaipur. He holds a Master's in Engineering in Microwave from Delhi College of Engineering and has enriched his knowledge at the Harvard Kennedy School with a focus on senior management in government and public administration.
